Following her service in state government, Brenda spent more than fifteen years with DaySpring, a subsidiary of Hallmark Cards, where she worked in communications and governmental relations. Kelly's distinguished public service career spans leadership roles across multiple state agencies and constitutional offices. He helped establish the legislatively created position of Rural Liaison for the Arkansas Public Service Commission before serving seven years as Deputy Chief of Staff and Budget Director for Governor Mike Huckabee. His experience also includes eight years as Chief Deputy Secretary of State, where he oversaw elections, franchise tax administration, and operations of the Arkansas State Capitol and Capitol grounds, as well as seven years as Deputy Commissioner of State Lands overseeing agency operations and public service initiatives.

A Coast Guard veteran and former helicopter aircrewman, Kelly brings a disciplined, mission-focused approach to research, analysis, and problem-solving.
